NEW CONSTRUCTION HAS BEEN REGULATED SINCE THE IMPLEMENTATION IN 1973 OF THE STATE'S COASTAL ZONE CONSERVATION ACT. THE COMMISSIONS WHICH ARE CHARGED WITH REGULATING THE ACT MUST SUBMIT A FINAL REPORT TO THE STATE LEGISLATURE IN JANUARY, 1976 RECOMMENDING PASSAGE OF LAWS WHICH WILL AFFECT THE STATE'S ENTIRE COASTLINE

Charles O'Rear (born 26 November 1941, Miss) is an American photographer. His image Bliss was used as the default desktop wallpaper of Microsoft's Windows XP operating system. O'Rear started his career with the daily newspapers Emporia Gazette, The Kansas City Star, and Los Angeles Times; worked for National Geographic magazine; and was part of the Environmental Protection Agency's DOCUMERICA project.
